The UAC File Virtualization service is a file system driver. If UAC File Virtualization fails to start, the error is recorded into the Event Log. Windows Vista startup proceeds, but a message box is displayed informing you that the luafv service has failed to start.
UAC File Virtualization will not start, if the FltMgr service is stopped or disabled.
