The Windows Defender Network Inspection Service runs as NT AUTHORITY\LocalService in its own process of NisSrv.exe. It does not share its process with other services. If Windows Defender Network Inspection Service fails to start, the error is logged. Windows 8 startup proceeds, but a message box is displayed informing you that the WdNisSvc service has failed to start.
Windows Defender Network Inspection Service won't start, if the Windows Defender Network Inspection System Driver service is stopped or disabled.
